Waive Bid Process and Authorization to Enter into Agreement - Waste Management of Kansas, Inc., for the 2020 Large Item and Bulky Trash Collection to encourage the cleanup of individual properties and neighborhoods.  Providing for a four-weekend collection period, load restrictions for bulky-item collections, and the provision of drop-off containers to reduce load collections. The estimated amount for collection is $180,000. The budgeted amount for the collection is $130,000, of which $50,000 is recommended from the from City reserve funds.
